Yes , I am sorry but they are. I was successfully able to use the voucher (which I got)but when I used it from another site I got an error saying that this voucher has already been used by another id.. please use another..
So, actually the voucher code is same but it can be used only by the ids which received it.

Ebay vouchers are user-specified and can only be used one time. It can be used only by them who has received it.
